Factors That Play a Role in Search Engine Rankings

Here is another very good question about SEO that I heard today:
How do some websites have such high rankings on google but do not have h1 or h2 tags?
I will probably get a lot of grief about this but,
right now search engine optimization has almost nothing to do with on-page optimization and everything to do with who is linking to you and with what anchor text*.
